FGDRIVER v4.02 - FG_FLICSKIP - SKIP FRAME(S) IN FLI/FLC FILE

AX = 0033h
ES:BX -> context descriptor (see AX=0030h)
CX = number of frames to skip
reset to first frame if skip count is negative

Return:
AX = number of frames skipped (may be less than requested if EOF)
0000h if resetting to first frame

Note: The FGDRIVER functions are rearranged with each major release, but their parameters do not change (see #03474 at AX=0000h)
