AX = 0066h BX = new state (0000h disabled, 0001h enabled)
Notes: The FGDRIVER functions are rearranged with each major release, but their parameters do not change (see #03474 at AX=0000h). When the low-level handler is enabled, "FG_GETKEY", "FG_INTKEY", "FG_WAITKEY", and all other functions calling DOS or BIOS keyboard services become unavailable
