03h set spooler parameters
CH = priority (00h-09h)
CL = disposition (d, h, i, n, s)
SI = class (a - z)
BX = task ID (FFFFh for current task)
DX = LPT number

Return:
CF clear if successful
CF set on error
AX = error code (see #01680 at INT 21/AH=59h/BX=0000h)
