DH = session ID (00h for external session managment)
DL = configuration item (00h = end-of-line mapping)
CX = new configuration item value (if AL=01h)

01h application will send lone CR
02h application will send CR-? pair
CL = driver EOL type (Telnet client to Telnet server)
01h driver should send CR-NUL pair
02h driver should send CR-LF pair
